Hydrographic office of Heilongjiang

(1) To be responsible for the management of the hydrological industry of the whole province, to formulate the policies, regulations and technical standards for the management of the hydrological industry of the province, to draw up the development plans for the hydrological undertakings of the province and to organize.

(2) To be responsible for the planning, construction and management of the network of hydrological and water resources stations throughout the province; and to be responsible for the examination and approval of the establishment and abolishment of special hydrological stations. (3) To organize the monitoring and evaluation of the surface water and groundwater quantity and quality of the province.

(4) To be responsible for the collection, processing and analysis of flood control and drought relief hydrological and water resources information, and to compile and issue hydrological information and forecast.

(5) To be responsible for the management of hydrological data, the examination and approval of the use of hydrological data, and the construction and management of hydrological databases.

(6) To undertake the construction and management of the provincial water conservancy information basic support system and public application system.
